Kestrel is an NPC in Wayfinder. As the resident ace smuggler, info broker, and all-around underworld fixer for Skylight who charges a premium for her services, she counts herself as among the last of the so-called "good" Shrikes, those of the outlaw Shrike Syndicate who still act with honor and follow the tenets of its original founders, the Vex family, to serve and protect the people. She appears notably at ease when Silo of all people visits her ("Always better to have a Vex around."). As one of the original Shrikes, she stands in stark opposition against the Raven, the enigmatic and malicious Shrike kingpin who came to power over a year ago and turned most of the Shrikes to common banditry and thuggery, especially in the wake of the Gloomfall. Her feud with the Raven is particularly personal, as the Raven was responsible for breaking up Kestrel's relationship with her partner in crime, the Shrike machinist known as the Rook, and leaving her for dead in an apparent betrayal. She also has a frosty relationship with Omen, mostly because they work on opposite sides of the law, even if they both serve Skylight at the end of the day; this extends to Lord Halar and Wolf as well. When she's not being Tavern Keeper Wren, Kestrel operates out of a secret hideout in Lower Skylight in the Highlands.
Following the trail of a Shrike stockpile of godsblood leads Kestrel and the Wayfinder to reveal the Crucible, an ancient overgrown complex designed by the Celestial Architects. Overwhelmed at the implications and hot on the trail of the Raven, Kestrel has no choice but to call in the cavalry, helping establish a Seeker camp just outside the Balefire of the Crucible and leading expeditions into the jungle alongside Warden Hass.
